For an organization that abhors cruelty to animals, it appears the Ottawa Humane Society did something incredibly cruel last month to a human being with severe bipolar disorder. The City of Ottawa cannot be absolved of the dirty deed, either, as it should have stepped in as it did last February to help the desperate man.
