<HTML>To apply your health card/ SIN card, first of all, you need an address, if you are still staying in a hotel, that's not good enough. Better to find an apartment first.
Then you should apply your SIN card , that's more important. For health card, it won't be effected until three month after your landing, 'cause for the province you've landed in, the government wants to make sure that you really wnat to stay in this province, otherwise, why bother.
Inorder to get your health card, you need some sort of proof that you've settled down in the province. Bank statement, phone bill, utility bill etc will serve the purpose. That means you should have opened a bank account , hooked up your phone service, rented apartment before you apply it.
Not sure what you mean by "car service", you can hire a taxi at any time, for renting or buying a car, it won't be easy if you don't have a valid driver's license.</HTML>
