Basicly if you are vistors, you allow bring 200支 duty free.
if you are residents of canada, you allow bring 200支 but have to pay the duty.

Officially you can only bring 2 cartons or equally 400 cigrettes with you. But it doesn't matter how many you are carrying as long as you are not caught by the custom officers. I used to carry two big luggages fulfilled with Chinese wine and cigrettes but nothing happened to me.Good luck!
