For over 30 years China’s development was marked by rapid growth and a remarkable social and economic transformation. This development featured a low cost, high investment, export orientation with high natural resource consumption, low wages, and environment pollution. Looking to the future, the sources of development are changing including the disappearing “demographic dividend”, increasing costs of investment, and an increasingly complex international trade environment. The road between the “workshop of the world” and an innovative knowledge based economy requires an effective Chinese Innovation Strategy.
China’s new innovation development strategy looks to Science &Technology (S&T) and innovation as driving forces for sustainable prosperity and development. Chinese S&T development is in a new stage. Research & Development (R&D) investment equals the average level of developed economies; the number of R&D personnel is No.1 in the world; indicators of R&D outputs are among the top 5 in the world, (e.g. patents, trademarks, scientific papers), and China is one of the largest exporters of high tech goods. Yet, starting from a weak foundation, China still lags the world’s leading scientific and technological countries. The goals are for industrial academia collaborations to enhance China’s innovation capabilities, to speed the building of a national innovation system transforming the economy from growth of GDP to growth in productivity, and from quantity to quality.
International S&T cooperation is one of the critical parts of the new Innovation Strategy. China and Canada are both making strategic policy adjustments reorienting S&T and innovation to benefit economic growth. China/Canada S&T features high complementarities, and effective cooperation would generate benefits for both countries.
As the Science Counsellor at the Chinese Embassy in Ottawa, Dr. Wang is well positioned to describe China’s approach to its Innovation Strategy; and how Canada and China can work to generate benefits for both countries. Ms. McCuaig-Johnston recently came to the ISSP from NSERC (National Science and Engineering Research Council) where she was Executive Vice-President. Her responsibilities included research policy, international relations and 7 years membership on the Steering Committee for the Canada-China Science and Technology Initiative.
