What is your status? PR? And what program you applying for?
You can apply for student loan if you are PR. Whether or not
you have the financial support will have nothing to do with
your chance of admission. I don't understand why they won't
accept you. What kind of program you are applying? What is
tuition fee? As far as I know, some program requres a much
higher tuition which can not be covered solely by student
loans. For example: The master of telecommunication engineering
in University of toronto. That might be the problem.
Don't even think of getting scholarships! It is tooooooooooo
difficult. Few professors have grants now. Even if you are
outstanding, it depends on your professor.
There will be no great difference between the full time and
part time. The reason they don't accept full time may be
finicial related. They don't think a full time student without
income can support himself. Some programs are created for those
professionals which charge much more than regular programs. If
you happen to apply for that program, this may be the reason.

If you are a PR, u can apply for OGS if your background is strong enough. But it is really weird that they dont accept master students who can support themselves.
There is no big difference between part-time and full-time students. You just have to spend a little more time to finish your degree requirement. You can work on your thesis once you start your study, however, you will be asked to work on your thesis full-time for some terms. I am not sure how many terms you need. It really depends on your department and yourself.
