which ESL program is better

My friend's son would like to apply for ESL program. Could someone share your experience? U of Ottawa, Carleton U, and Algonquin College all
offer ESL program. Which one is better? I guess he will continue his undergraduate study in Canada, after he finishes the ESL program.
