Ottawa – The Board of Health (BOH) draft 2014 budget was tabled tonight at the Ottawa BOH meeting. Ottawa Public Health (OPH) presented the BOH with a fiscally responsible and balanced budget of $55.0 million representing a provincial contribution of $42.6 million and a City contribution of $12.4 million; an increase below the 2 per cent limit established by City Council.
“Although the Department is increasingly stretched, given the growth in population and service demands, for three consecutive years, OPH has been able to present and achieve a balanced budget that maintains services, while addressing emerging community needs,” said Councillor Diane Holmes, Chair of the Board of Health. “The draft 2014 Board of Health budget, upon approval, will enable Ottawa Public Health to continue to address the demand for services in three key areas: food safety, infection control, and promoting active living through school based active transportation.”
The draft 2014 budget maintains current public health services, and includes a reinvestment of close to $400,000 –made possible through planned operating efficiencies– which will allow OPH to strengthen food safety inspections in Ottawa’s 5,000 food premises and at hundreds of special outdoor events, as well as improve physical activity levels through initiatives such as active transportation initiatives in publicly funded elementary schools.
The 2014 budget also identifies a one-time City of Ottawa investment of $200,000 to decrease the risk of infections related to personal service settings (PSS), specifically, from services involving invasive body modification procedures such as, branding, tongue splitting and body piercing. These funds will enable OPH to develop training programs and work with high-risk PSS’s such as tattoo, spa and piercing operators to better educate about proper infection control practices.
“The proposed budget aims to reallocate more money into critical and growing health issues in our community such as; physical inactivity, preventing food-borne illnesses and addressing the risks of transmission of blood-borne disease in personal service settings,” said Dr. Isra Levy, Ottawa’s Medical Officer of Health. “The reinvestments identified in this budget will allow Ottawa Public Health staff to continue working directly with the community and its partners to address these and other emerging public health issues in the City of Ottawa."
The draft budget also proposes that up to $200,000 be identified for the City’s share of potential one-time Ministry of Health and Long-term Care projects still to be applied for, to fund additional community public health services in areas such as supporting children’s mental health; increasing availability of healthy food in childcares, restaurants and recreation centres; enhancing immunization surveillance of school-aged children as well as improving clinic services for gay men.
