Ottawa – Today, City Council has appointed Mr. Ken Hughes as the City of Ottawa’s second Auditor General, for a term ending December 2020, confirming the recommendation of the Auditor General Hiring Panel.

The term for the City’s founding and current Auditor General, Mr. Alain Lalonde, ends on December 31, 2013. The process to hire his successor began on May 8, 2013, when City Council established a Hiring Panel consisting of Mayor Jim Watson (Chair), Deputy Mayors Councillor Steve Desroches and Councillor Eli El-Chantiry, the Chair and Vice-Chair of the Audit Sub-Committee, Councillor Rick Chiarelli and Councillor Allan Hubley.

“The Hiring Panel was pleased to interview a number of highly qualified candidates, and Mr. Hughes was the unanimous choice,” said Mayor Watson. “As the City’s Deputy Treasurer of Revenue, Mr. Hughes has demonstrated his leadership skills, professionalism and expertise in the areas of finance and taxation. Through the interview process, we were all impressed with his experience in auditing, and his vision for the office. We believe he will provide Council the support we need to hold the City and its administrators accountable – on behalf of the citizens of Ottawa -- for the quality of stewardship over public funds and for the achievement of value for money in municipal operations.”

Ken Hughes, who is a bilingual Certified Management Accountant and a Certified Fraud Examiner, has been engaged in the fields of finance, financial management, audit, fraud investigation and internal control review for more than 30 years. He has served the City of Ottawa as its Deputy City Treasurer since 2008. He began his municipal career in 1992, as a senior auditor with the former City of Ottawa. He became the Manager of Treasury Services at the former Ottawa, and was hired to be the Manager of Revenue for the amalgamated City of Ottawa in 2000. Prior to his municipal career, Mr. Hughes was a senior auditor with the federal government and was a financial and management consultant in the private sector.

In addition to his work with the City of Ottawa, Mr. Hughes is a member of the Board of the Municipal Property Assessment Corporation (MPAC) and a member of MPAC’s Audit and Finance Committee. He has also been the President of the Ontario Municipal Tax and Revenue Association (OMTRA), and is currently serving the Association as Past President. He is a member of the Ontario Ministry of Finance’s Municipal Liaison Group and the Federation of Canadian Municipalities’ (FCM) Payments In Lieu of Taxes Advisory Group. He has taught in the areas of audit, internal control and finance in private industry and federal and municipal government.

Mr. Hughes will begin his term on December 15, 2013 to allow for a two-week transition with the current Auditor General.

“City Council is very grateful for the significant work Alain Lalonde has done establishing the Office of the Auditor General,” notes Councillor Rick Chiarelli, Chair of the Audit Sub-Committee. “The Audit Sub-Committee is looking forward to working with Mr. Hughes to continue to enhance the work the Office is undertaking on behalf of residents.”

The appointment of the Auditor General is for a seven-year, non-renewable term, in accordance with Council direction. The current salary range for the position of Auditor General is $179,983.44 to $200,245.50, with the other terms and conditions of employment being consistent with Senior Managers in the Management and Professional Exempt Group.
