One of the last applications under an old city rule that let developers pay cash to get out of obligations to provide parking is getting an unusually close look from city council, though the planners say it should go ahead. The project at 186 James St. is controversial in Centretown, though because it fits in the existing zoning for the property, the fact it involves turning a three-unit apartment house into a 10-unit one is neither here nor there.
