I got my PR in late 2001, however, for some personal issues I didn't live in Canada till now(ie. June, 2003).
I am looking for jobs now and most of them need candidates to hold security clearances. I'm lucky cause one recruiter company would like to apply it for me. Now, here comes the problem...
In order to apply security clearance, I have to fill in the excat time and places I've lived within the past 10 years. I was "supposed to" live in Canada since late 2001. Well, but in fact I didn't. I lived in my hometown instead. So how can I fill in the form? Do people who are in charge of "security clearance" have relationships with Immigrantion Bureau?
I know, it's quite complex. Hope someone who knows very much about "security clearance process" can provide me any suggestions. Thanks.

You are not qualified for it.

You are not qualified for Secure level Security check.
 
I don't think you need to fill in the form regarding the addresses you lived for the past 10 years. In Jan 2002, I passed enhanced security check, I never filled any forms about address. I got my PR in May 2000.

You have to tell the truth, otherwise you will get trouble. Maybe you will get charged if you lie.

You must be a Canadian citizen for it.

If you do not have Canadian citizenship, you can not get it.

Even I got Canadian citizenship three years ago, now I have difficult to get Secure level clearance.

??? But my friend who got his PR last year got his security clearance 3 months later...(Of course, he got it via HR agency)

I know there're 3 different levels about security clearance. 1. Enhanced 2. Secret 3. Top.
So do u mean that PRs are only qualified to have "Enhanced" one? Thanks!

Yes, PR can only be qualified for "Enhance level".
