Ottawa – Mayor Jim Watson and delegates gathered this evening to share highlights and successes of the recent mission to China – the largest of its kind ever undertaken by the City of Ottawa. The central goals of the mission were to build on Ottawa’s existing relationship with China and to emphasize Ottawa’s established position as a preferred economic development, tourism and education partner.
“Before we embarked on this mission, our relationship with China was very strong,” said Mayor Watson. “Upon our return home, it was considerably stronger. We didn’t simply make new connections on this trip – we collaborated and looked towards the future. We imagined the possibilities and took the necessary, fundamental steps to achieve our vision for a long-term, mutually-beneficial relationship with China.”
Over the course of the 10-day trip, several agreements and memorandums of understanding were signed. They included the following:
Exchange and Cooperation Agreement between Beijing and Ottawa – signed between Mayor Jim Watson and Wang Anshun, Mayor of Beijing. This signing is a continuation of the Sister City agreement originally signed in 1999. The renewed agreement strengthens common goals between in business, trade, investment, culture, education, tourism and municipal administration.
Shougang Group Lujiashan Phase Two tpd MSW Project – signed between Plasco Energy Group Inc (Canadian party) and one of China’s largest state-owned enterprises, the Shougang Biomass Energy Company (Chinese party). This agreement lays the groundwork for Plasco’s technology to eventually convert roughly 3,000 tons a day of Beijing’s garbage into clean fuel.
ZDG – Invest Ottawa Incubation Services Agreement – signed between iNano Medical Inc, JP Cansheilding, Viscore, GREENERGY, Invest Ottawa (Canadian parties) and Zhongguancun Development Group – ZDG (Chinese party). This agreement outlines how Invest Ottawa will assist ZDG in identifying the best Ottawa-based technology companies to invest in, and establishes the first cohort of companies at the ZDG Ottawa International Incubation Centre.
ZDG – Invest Ottawa – MDI – MTIA Medical Devices Investment Agreement – signed between Invest Ottawa and world-renowned inventor and scientist Dr. Tofi Musivand of the Medical Devices Innovation Institute (Canadian parties) and Medical Technology Innovation Asia (MTIA) and Zhongguancun Development Group (Chinese parties). This agreement will provide investment for the potential commercialization of medical devices innovations developed in Canada, and will help Ottawa capitalize on an extremely lucrative export market for medical devices.
“The economic inroads that were made on this mission are significant,” said Saad Bashir, Director of Economic Development and Innovation at the City of Ottawa. The sheer variety of agreements and MOUs that were signed are a dynamic representation of Ottawa’s rich offerings in technology, tourism and education.”
Other notable accomplishments on the mission included:
In partnership with the Canada China Business Council (CCBC), a leading facilitator of bilateral trade and investment between Canada and China, the City of Ottawa hosted a Canada-China Innovation Conference and Beijing Promotion Forum in Beijing on October 17. Mayor Watson delivered the keynote speech to an audience of more than 100 Chinese investors, business leaders and officials. The event provided an excellent opportunity for dialogue and networking.
In addition to all of the agreements that were signed during the mission, there were many instances of meaningful dialogue that will continue to be pursued in the coming months.

- A “soft landing” agreement between Invest Ottawa and Jianwei Health Products, a Chinese pharmaceutical firm. With this agreement, Jianwei has agreed to open a research and development office at Invest Ottawa, and will look to source local talent to staff their operations
- An announcement by Huawei that investment in its Canadian research centre in Kanata has already surpassed the initial $80M five-year commitment made by the company in 2010. Huawei has also signalled that its Canada Research Centre in Ottawa will play a pivotal role in its ongoing international work on so-called 5G (fifth-generation) technologies
- A business travel memorandum of understanding between Ottawa Tourism and the Beijing Municipal Commission of Tourism Development. The agreement commits the two parties to promoting lucrative business travel to each other’s markets
- A memorandum of understanding between the Faculty of Medicine at the University of Ottawa and the Shanghai Jiao Tong University School of Medicine. The agreement commits to $2M in joint funding for research and medical education over five years
- An agreement between Carleton University and the ENN Group, one of China’s largest privately-held, diversified energy companies. The agreement will fund the development of an institute at Carleton University that will further develop liquefied natural gas technology
