who will charge the hit accident ?

the deatil:

my friend would move a taiqiu table may 31, since I did not know the route, so he let my van to follow closely his car. he stoped at the interaction of blair road and montreal road to prepare to turn left,my van behind his also stoped, when his car turned left, my van went to his previous position, I found a car far was moving colse at opposite. and the green arrow light. I started to turn left,but that car still move till hit my van.

after one hour and half,a lady police went to the interaction, only ask me if anyones were hurt, I told her no, she ask my insurance number and he wrote me a accident report I would charge this hit.because I just bought my van that day before and began practising my van, I also said nothing to the police.

only today I practised to ride my van, I found I had right of way to turn left when the green arrow is light. then that accident is mistake to me to charge.

I also wrorte the detailed information report to my insurance company, I also emphasize the green arrow was light, but why the compay still said I should charge this accident?


I will go to court with police at octember 03, what I do next, give me some advise, please.

I do not know how to deal with if the car owner insist saying current he was green light and he also have right of way.
