The capital dodged the worst of Sunday’s ice storm, but slick and icy roads wreaked havoc on the Monday morning commute. At least three cars crashes on the westbound Highway 417 snarled traffic before 7 a.m. Ontario Provincial Police said they had responded to at least 11 crashes since 6 a.m.
