Mandatory surcharge not working, former victims’ advocate says

The former federal ombudsman for victims of crime and executive director of Ottawa Victim Services says the new mandatory victim surcharge isn’t working and should be changed back to the way it was. Steve Sullivan was among the victim rights advocates who recommended the Conservative government make the surcharges mandatory.
