When Mayor Jim Watson stunned just about everyone last week by voting against a plan to build a nine-storey condo in the heart of Sandy Hill aimed at university students, it was fairly clear that politics were at play. After all, it’s election year and the proposal was wildly unpopular among neighbours who weren’t shy about making their opposition known. But it might be that the mayor wasn’t worried about his own re-election.
