Zellers is back in Ottawa — though maybe not for the long term. Corporate owner Hudson’s Bay Co. on Thursday will reopen a Bells Corners outlet that was among locations rejected by U.S.-based retailer Target when it took over most Zellers leases in Canada in 2011.
