For a man about to be reunited with his family and start a new life with them in Canada, Chime Palden seemed relaxed in the Ottawa airport’s arrivals lounge Saturday evening. “I’m very excited. I’m very happy,” the 47-year-old Tibetan man said calmly as he awaited the arrival of his wife and three children from their former home in northeastern India.
