Liberal Leader Kathleen Wynne chose to release her party’s platform in Thunder Bay on Sunday in an apparent attempt to woo northern voters. The Liberals have the least surprising platform of the four major provincial parties because their plan is based on the 2014 draft budget released early this month. Indeed, the platform document pointedly states there are “no additional costs” in the Liberals’ election plan that “are not fully accounted for in the 2014 budget.” Here’s a recap:
Finding money
Raise personal income tax rates on those who make more than $150,000 by one percentage point, raise tobacco tax by 1.6 cents per cigarette and raise aviation fuel tax by four cents over the next four years. These and other measures should raise an additional $1.13 billion per year by 2016.
Eliminate the deficit
By 2017, the same year the NDP say they would and one year later than the Tories say they would.
Spending it
Confirmed a $29-billion transit plan for the next decade, with $14 billion to be spent outside the Toronto area. Platform specifically mentions “next phase” of “Ottawa LRT.”
Reiterated a $2.5-billion jobs grant fund over 10 years, which gives money to companies who pledge to create jobs in Ontario.
Confirmed the 30-per cent post-secondary tuition grant.
Reiterated a $2.5-billion jobs grant fund over 10 years, which gives money to companies who pledge to create jobs in Ontario.
Committed to establishing a provincial pension plan into which participants would pay 1.9 per cent of their earnings, matched by their employers
Confirmed the 30-per cent post-secondary tuition grant.
Holding $1 billion for the Ring of Fire natural resources initiative in the north, contingent on matching funds from the federal government
Pledged to limit average spending increases to 1.5 per cent, a promise of which a number of economists are skeptical. Liberals plan to make $3 billion of cuts by 2016 to programs outside of health, education and social services, but have not specified what those cuts would be.
New announcements
Cap hospital parking fees for frequent visitors
Introduce 60 minutes of physical activity per day for elementary school students
