For the ninth consecutive year the University of Ottawa Board of Governors has approved a tuition hike for Canadian students.

Students will pay three per cent more in tuition fees next year.

The increase is part of a $1-billion budget for 2014-15 approved by the board at a private meeting Monday.

“We don’t live in a silo,” says Patrick Charette, a spokesperson for the university. “We have to ultimately balance the books.”

Students reacted negatively to the tuition increase Monday, with dozens demonstrating on the university campus and many taking to social media to voice their concerns.

Charette says the university appreciates the impact of tuition hikes on students. “That kind of decision is never taken lightly,” he says, adding student groups were consulted over the past year as part of the budget-building process.

In a move to “offset” this increase, the university announced $4.6 million in extra funding for its financial assistance program, an increase of 6.8 per cent from last year. That brings total scholarships and bursaries to $72 million. In 2012-13, this accounted for 6.3 per cent of the university’s expenditures.

For the first time, less than 50 per cent of the budget is coming from governmental funding, explains Charette. Revenue is increasing by 1.5 per cent annually, while expenses are increasing by four to five per cent each year, mainly due to increased benefits, compensation and building costs, he says.

About 35 per cent of revenue comes from Canadian students’ tuition fees, a number that has stayed static for 10 years, according to a press release. The university collected $303.7 million in revenue from tuition and other fees in 2012-13.

In 2013-14, first-year Canadian undergraduate students in the arts faculty paid $6,518.72 for two semesters of school, including incidental fees.

Tuition was $2,917.61 per semester. The three per cent increase means these students will pay just under $88 more each semester.

For first-year undergraduate students in engineering, the total fees for fall and winter 2013-14 came up to $8,918.68. The tuition increase will mean about $123 more out of students’ pockets each semester.

For the 2007-08 school year, the earliest tuition fee data available publicly on the University of Ottawa website, two semesters of full-time study for first-year arts students came to $5,110.33 including incidental fees. For engineering students, it was $6,300.51.

About 42,500 students are enrolled at the University of Ottawa, more than 36,000 of them undergraduates.
