Public Works and Government Services Canada was fined $300,000 Wednesday for safety violations over a fatal 2009 heating plant explosion.
The federal department was also ordered to pay a $60,000 victim surcharge.
The blast, which blew open a boiler at the plant behind the Supreme Court of Canada, killed supervisor Peter Kennedy and injured three others.

Public Works pleaded guilty to charges laid by Labour Canada almost two years ago, admitting to failures related to the health and safety training of managers and supervisors.
Following an agreement between prosecution and defence — both effectively working for the federal government — Public Works admitted guilt to three of the charges but successfully fought against a period of probation being imposed by the court.
Following the explosion, which closed the plant and halted heating to 50 government buildings, the federal government spent $76.3 million dollars on a temporary plant and an overhaul of the so-called “Cliff” plant.
Since the accident, the court was told that Public Works has implemented numerous training procedures and related improvements.
