Ottawa – City Manager, Kent Kirkpatrick today confirmed that the City has acted proactively to strengthen its policies and practices around corporate project management and record keeping throughout City departments. These policies and practices support the recommendations tabled today by Auditor General, Ken Hughes.
City Management agreed with all ten of the Auditor General’s recommendations arising out of the audit of the City’s source separated organics contract with Orgaworld Canada Ltd. The management response cites improvements to City practices, such as requirements that every report to Committees and Council contain standard sections on legal and risk management; and the implementation of project management templates and business case tools. The City has applied this additional rigor and transparency to the management of recent large-scale projects such as Light Rail Transit.
In addition to strengthening its policies and practices, the City has already begun a comprehensive analysis of current and future volumes of organic material and payments under the contract with Orgaworld. The results of this analysis will be presented to Council in 2015.
“The Auditor has identified, and management agrees, that the City needed to be more rigorous in its approach to project management and more proactive in our analysis,” said City Manager, Kent Kirkpatrick. “I am of the view that we have the proper management tools in place and can now turn to the task of evaluating the future of this contract.”
On March 27, 2008, the City of Ottawa signed a 20-year contract with Orgaworld Canada Ltd. to process organic material from the City’s green bin program. Under the contract, organic material is transported to Orgaworld’s indoor composting facility, where it is converted into high quality compost.
