Ottawa police sergeant guilty on charges related to sex trade workers

An Ottawa police officer was found guilty on all six charges at an internal disciplinary hearing on Thursday.

Sgt. Rohan Beebakhee faced three counts of insubordination, two counts of corrupt practice and one count of deceit under the Police Services Act, related to Beebakhee’s allegedly having inappropriate interactions with sex trade workers.

The hearing began in September 2013.

Over the course of the hearing, Beebakhee admitted using his personal cellphone to book appointments with escorts in hotels across the city using the pseudonym “Rob,” but said he wanted to give them safety tips.

Beebakhee would show up to “dates” in full uniform and have what he called a “safety briefing” with sex trade workers, trying to build a rapport with the women and conducting a self-initiated outreach project, often bringing along junior officers.

The 20-year-police veteran had previously been told to cease and desist all interaction with Ottawa escorts as the result of a previous investigation initiated by Ontario’s Special Investigations Unit.

Beebakhee admitted accessing files using the internal police records system specifically related to people who were connected to the sex trade, including the confidential records of his then girlfriend.

His lawyer, Bill Carroll portrayed Beebakhee as a proactive officer who received no tangible benefit from his actions. Carroll conceded there were lapses in judgment, but said nothing Beebakhee did was for a nefarious purpose.

“No one can point to anything in this case and say there was some evil intent behind what he did,” said Carroll.

Police prosecutors, however, alleged Beebakhee was deceitful, engaged in a corrupt practice and was insubordinate when he continued to run the computerized searches even after he’d been told to stop.
