Councillor speaks out against Uber

Residents of Ottawa should stick with licensed taxis over an app-based alternative preparing to setup shop in Ottawa, the councillor in charge of taxi regulation said Thursday.

Coun. Mark Taylor, chair of the city’s community and protective services committee, said he has “some issues and problems” with Uber. The company, which has been here to talk to interested drivers this week, doesn’t have a broker’s licence and its future drivers might not be licensed taxi drivers.

“Circumventing all of that, in my mind, simply puts Uber drivers into the category of bandit taxi drivers, which we already have a significant problem with,” Taylor said. “My message to folks in Ottawa would be, if you want to take a taxi, we have a great taxi service out there, go ahead and take one of the licensed taxis, because you’re protected by all of the bylaws that are in place.”

Uber has argued in other cities that it’s a technology company and not a taxi firm, so it doesn’t need the same kind of permissions. “Partner drivers” are given Uber devices, allowing the company to track them and send requests. Riders’ credit cards are charged through Uber so no cash payments are made.

Uber spokeswoman Lauren Altmin didn’t answer whether the company plans to apply for a broker’s licence here. “We look forward to working with Ottawa policy-makers to ensure they understand the unique, innovative nature of the Uber platform. Uber provides access to a safe and reliable experience for riders and economic opportunity for drivers,” Altmin said in an email.

“Policy-makers at city hall have a responsibility to inform themselves of the facts and we look forward to helping them ensure a permanent home for Uber in Ottawa.”

Taylor said city staff have a meeting set up with Uber representatives next week. “I’m not adverse to Uber as a company, or the free-market economy. If they want to bring in competition I’m all for it. Bring it in,” he said. “But you have to comply with the bylaws that are in place, which means you have to have a broker licence, you have to have licensed taxi drivers and you have to be driving cars that comply with our bylaws.”
