My car was hit at a parking lot, the other car just ran away, but a witness wrote a note for me with the plate number, how can I find the person with it?
do I need to report to my insurance?

called police, they said if the damage is under $1000, don't need to report.
There is a dent around 5-6cm between the front wheel and front door on passenger side, and scratch on the door, not sure how much is the cost. my car is a 2001 old car though.
If I can find the lady by plate number, that will be perfect.

Do not be nice to this kind of person. Report it to your insurance company and let the insurance of this person be raised.
