OPP asked to review Parliament shootings

The Ontario Provincial Police have been asked to independently review the response of officers to Wednesday’s shootings inside Parliament.

Michael Zehaf-Bibeau fatally shot Cpl. Nathan Cirillo at the National War Memorial before continuing his rampage to Parliament, where he was shot and killed.

Ottawa police were among the officers who responded to the War Memorial but the RCMP quickly took carriage of the entire investigation because it falls within their national security mandate.

Ottawa Police chief Charles Bordeleau said Sunday that the RCMP has asked the OPP to review their response at Parliament because the suspect was fatally shot there.

He compared the oversight situation to Ontario’s civilian Special Investigations Unit probing when interactions between the police and public result in injury, death or allegations of sexual assault. “That’s what the RCMP have asked the OPP to do, is to provide the oversight function for the shooting that took place in the Parliament buildings,” Bordeleau said.

He said Ottawa police can conduct oversight investigations for the RCMP in some cases but Ottawa police were too involved in Wednesday’s response. “I think it’s more appropriate that another agency come and do that here in Ottawa,” he said.

Bordeleau said his understanding is that the OPP has accepted the oversight role. The OPP and RCMP couldn’t immediately be reached for comment Sunday.
