A “very strong mandate” in Ottawa’s mayoral election will help Jim Watson secure funding from upper levels of government to build the second phase of light rail, he said in his last campaign speech Sunday.

“There is no bigger issue facing voters at the ballot box than light-rail transit,” Watson said at his Chinatown campaign office, where he was joined by about two dozen supporters ahead of Monday’s election.

Watson, the incumbent in the mayoral race along with seven challengers, is expected to be re-elected. But Watson wants a “strong mandate” to show the federal and provincial government the city backs his plans, including for transit, he told reporters.

“I want to see results in all parts of the city, that I have a very strong mandate to go and negotiate with the federal and provincial governments,” said Watson, who received 48.7 per cent of the vote in the last election.

Watson said he’d like to get a higher percentage than 2010 but didn’t give a number. “I think the stronger the mandate, the better chances we have to make sure that our issues are addressed at other levels of government,” he said.

Watson said receiving strong support from voters would help when he formally asks the federal and provincial governments for funding for the second phase of LRT, which would take the system to the suburbs. “I think it does give me that greater clout around the table,” he said.

Closest competitor Mike Maguire has pitched ditching the second phase of LRT in favour of using existing rail lines for a commuter-style service.

“Whether you vote for me or another candidate, most importantly, please just get out and vote,” Watson said.

Also on Sunday, Watson released this House of Cards parody video:
