Rideau-Goulbourn has given incumbent Scott Moffatt a second mandate on council.
Moffatt, 33, defeated his only challenger in the race, Dan Scharf.
During the campaign, he said development is the most important issue in the ward. Communities such as Richmond and Manotick should grow at a “smart, manageable rate” while protecting agricultural land, he said.
Rideau-Goulbourn, one of four rural wards in Ottawa, faces the kind of problems that flow from the increased pace of development that has taken hold on the city’s outskirts.
Housing density, road congestion, and the protection of green space, waterways and village “character” remain critical issues in many parts of the sprawling south end ward.
For instance, the village of Richmond has grown by 30 per cent since 2000 and several major projects are in development. Two projects, once completed, could double the village’s population, which now stands at about 4,500 residents.
Moffatt upset longtime incumbent Glenn Brooks in the 2010 election.
