Former Scouts Canada leader Scott Stanley has been sentenced to five years in prison for sexually abusing boys.

Justice Heather Perkins-McVey delivered the sentence Wednesday in an Ottawa courtroom.

After Stanley gets credit for time already spent in custody, he will have another three years and 281 days to serve.

The 31-year-old pleaded guilty in June to the charges against him.

According to the Crown, the 10 counts of sexual interference and six related offences involved varying degrees of sexual activity between January 2012 and July 2013, when the boys were between 12 and 15 years old.

Stanley had been “written up” 22 times by his scouting superiors for violating “safety rules” — notably one that bars scout leaders from being alone with children under their care.

After repeated warnings, he was finally suspended several months before being charged by police.

He had been a scout leader since 2002.

The incidents took place in various locations, including Stanley’s car and scout camp and were discovered after a parent of one of the boys found a sexually suggestive text message on his son’s phone.

The boy eventually admitted the message had come from Stanley, and against his wishes the parents called police.

After his arrest, police found unsent, apologetic suicide notes to the boys in Stanley’s apartment.

The day after Stanley pleaded guilty, Scouts Canada announced one of its volunteers had been fired almost a year earlier after the organization discovered he did nothing with 22 complaints about Stanley.

John Petitti, a Scouts Canada executive director, said the organization informed the parents of scouts that the group commissioner had been fired shortly after they discovered he failed to act on the complaints.

“It’s something that we’re deeply troubled by and, of course, we’re very angry about,” Petitti said.

The incident prompted Scouts Canada to reprimand staff members and volunteers or order them to undergo re-training for failing to follow proper policies and procedures.

While the complaints to the group commissioner were ignored, a scout leader from a different group who saw Stanley in a vehicle alone with children — it’s against Scouts Canada’s policy for an adult to be alone with children — was taken seriously.

When that leader brought his concerns to a Scouts Canada regional office, Stanley was immediately suspended.

At his sentencing hearing, Stanley said his scheme to molest vulnerable boys in his trust was “shameful and monstrous.”

“Who I am hates who I was and what I’ve done.”

He said he has taken full responsibility and acknowledged that “my behaviour was not that of a proper and responsible adult toward my victims.

“I betrayed their trust,” Stanley said. “I became a monster.”
