City again performs well in annual comparison of municipalities

Ottawa –The City of Ottawa fared well once again in the2013 OMBI Performance Measurement Report, released today from the Ontario Municipal Benchmarking Initiative (OMBI), matching last year’s results in the provision of services and programs.

The report compares and presents performance-measurement results in 36 key service areas of 14 participating municipalities in Ontario, Manitoba and Alberta. Ottawa is outperforming or on par with the OMBI median in 66 per cent of the service areas measured – the same score achieved in the 2012 report and an increase of 10 per cent over the 2011 report.

“Year after year, Ottawa has sustained and improved the quality of its ranking in the provision of services compared to other large municipalities,” said Mayor Jim Watson. “While this report identifies areas where we have the opportunity to improve, Ottawa’s consistent performance is a testament to the hard work and dedication of employees in every corner of the city.”

In the 2013 OMBI Performance Benchmarking Report, Ottawa:

  • Attracts the highest Number of Visits to our Municipal Website (ottawa.ca) per Capita (30.1), a 32.2 per cent increase over the 2012 result (22.8).
  • Ranks highest in the transit category for the Number of Regular Service Passenger Trips per Capita in Service Area (115.1).
  • Has the lowest Bylaw Services Enforcement Operating Cost for the Specified plus Animal Control By-laws per 100,000 Population ($747,137).
  • Has the second-lowest Residential Fire Related Injuries per 100,000 Population (2.44) – 26.5 per cent lower than the 2012 result (3.32).
  • Has the second-lowest Average Length of Stay per Admission to Emergency Shelters (6.68 days); the lowest OMBI Total Operating Cost for Hostels per Emergency Shelter Bed Night ($47); and the second-highest Average Nightly Number of Emergency Shelter Beds Available per 100,000 Population (104.6).
  • Continues to rank second-highest in the Sports and Recreation category for the Number of Participant Visits Per Capita (Directly Provided Registered Programs) (2.34).
  • Has the second-lowest OMBI Total Operating Cost of Wastewater Treatment/Disposal per Megalitre Treated ($215.16) and the lowest Annual Number of Wastewater Main Backups per 100 km of Wastewater Main (0.01).

OMBI collects data for more than 685 measures across 36 municipal service areas to foster a culture of service excellence in municipal government by creating new ways to measure, share and compare performance data and operational practices. OMBI acts as a source of credible information to assist City Council, senior management, staff and residents in understanding how the City is performing over time and in relation to others municipalities, with the goal of improved service delivery.
