Federal budget 2015: Joe Oliver 'not surprised' at Bank of Canada cut

Finance Minister Joe Oliver is rejecting suggestions that a small federal budget deficit would be economically acceptable and insists the government won't return to a deficit. He wasn't aware in advance of the Bank of Canada's decision to cut the bank rate, but says he was "not surprised."
