Council committee to review 7 Clarence plans

The National Capital Commission’s latest plans for 7 Clarence St. will be presented to Ottawa Council’s built-heritage subcommittee next week for approval.

The ByWard Market property had been home to a heritage-designated building owned by the NCC that was torn down last year after an engineering consultant found that the 135-year-old structure was “clearly beyond the point of reconstruction.”

The plans require the subcommittee’s approval because the new building will be physically attached to a large stone heritage building at 461-465 Sussex Dr., and because the property is located in the ByWard Market Heritage Conservation District.

There was huge neighbourhood outcry in 2014, both at the news that 7 Clarence had to be demolished, and at the initial “glass box” design for a replacement building. But after extensive consultation with neighbours and heritage advocates, the NCC and its architect — CSV Architects of Ottawa — came up with a design that was generally well-received.

The building is scheduled for completion by the fall of 2016 and is to include reclaimed stone on the front of the main level, with possible replica stone on a side that adjoins a lane. The second level is to be clad in thin slabs of limestone. The corner of the building will be glass on both levels: clear on the ground floor and patterned on the second to relate to the texture of the limestone.

The heritage subcommittee meeting will take place at City Hall next Thursday at 9 a.m. (a half-hour earlier than usual).
