Our look at the 2014 campaign finance records — first through the voluntary online database created by OttWatch, double-checked against the paper filings with the Ottawa Elections Office — found that DCR Phoenix and Taggart Realty executive Ted Phillips broke the election donation rules by giving more than the $5,000 maximum.
The Municipal Elections Act says a candidate cannot take more than $750 from any one donor — whether an individual, corporation or union — but can give to multiple candidates, up to a total of $5,000. The 2014 election was the second time these rules have been in force.
DCR Phoenix gave a whopping $10,000 to 17 candidates, while Phillips donated $6,750. (He surpassed the limit during the 2010 election, too, but only by $250.)

Interestingly, both DCR and Phillips overwhelmingly supported winners. Only four of the 17 people DCR donated to were unsuccessful at the polls last October, while only of Phillips’ picks — Penny Thompson, whom he knew from his Brockville days, was not elected to council.
