School board assures parents that it expects minimal disruptions

There was still no word Thursday on exactly what form labour disruption would take in elementary schools beginning Monday, but Ottawa Carleton District School Board director Jennifer Adams reassured parents that the board expects minimal disruptions, with field trips and extra curricular activities going ahead as usual.

“At this time, the OCDSB wants parents to know that all elementary schools are scheduled to be open next week with regular classroom activity. The extended day program will operate as regularly scheduled. We believe that field trips and extracurricular activities will proceed as planned,” she said in a letter sent to parents Thursday afternoon.

The school board had expected the union to clarify Thursday which services teachers would withdraw as of Monday. That clarification is now expected Friday in a statement from Sam Hammond, president of the Elementary Teachers’ Federation of Ontario, in Toronto.

The union said Thursday that strike action: “is being carried out in response to demands by the Liberal government and the Ontario Public School Boards’ Association (OPSBA) that would strip collective agreements, reduce teachers’ ability to use their professional judgment when providing instruction, and compromise students’ learning conditions.”

Based on media reports and statements, Adams said in the letter she expects the labour disruptions to take the form of teachers not participating in EQAO testing activities, not preparing report cards (although marks would continue to be submitted), and not participating in professional development or attending staff meetings.

“The union has publicly stated that their action will have “minimal impact on students” and media reports suggest that teachers will continue to teach and provide extra help to students; take attendance; maintain contact with parents regarding students during the instructional day; and provide scheduled supervision duties.”

Union officials have said their job action with begin with minimal disruption, but that the job action will be “incremental in nature,” which means it could change.

“During periods of labour disruption, there is always the possibility of full service withdrawal,” Adams said. “In the event that the nature of the strike action changes, the district will share that information with parents as soon as it becomes available.

“The school district is committed to keeping schools operating, provided it is safe for students. We will monitor the implications for student safety if withdrawal of services increases over time. With student safety as our first priority, we have been working with school principals to ensure that we have appropriate strategies in place.”
