转机期间能不能出机场在多伦多转转？

加拿大对中国公民没有落地签证的服务。所有中国公民都须事先获取签证方能入境。转机和落地签证没有关系。

他出了机场，可就再也进不去了。说不定人家会认为他非法入境。
前一阵到看到过说持中国护照去美国的，可以在温哥华转机。多伦多的不知道是否可行。

我现在的理解是我外甥可以过境加拿大在多伦多转机，但出不了机场，我本来想接他出机场在多伦多转转，第二天一早再把他送走转机去美国，看来他在多伦多转机和我们见一见的计划实现不了了，他把票都给定了，他得在机场等十三个小时了。

基本正确，当凡事总可能有例外。
你再看下去，就会发现如果赶不上衔接的飞机，边境官又可以免费给临时居住签证。这就又可以出机场了。
Missing a flight connection or arriving after hours
Travellers who miss their connecting flight or arrive after hours when the U.S. in-transit pre-clearance facility is closed are no longer eligible to transit Canada without a visa under the CTP and must proceed to a Canada Border Services Agency (CBSA) officer for examination. Based on the examination, the CBSA officer may decide to issue them a fee-exempt temporary resident permit.
