eyesore - help!

My neighbor doesn't mow his lawn (backyard) and the weeds are at least knee-high. Is there any suggestion to get him to do the job to maintain a nice neighborhood? Can city do anything about it? It's not only an eyesore but the weeds (seeds) are also spreading around....
