Gatineau hospital to introduce electronic bracelets for newborns

The Gatineau hospital will become the second Quebec hospital to fit all newborn babies with electronic ankle bracelets.

The hospital will introduce the bracelets to keep track of newborns and ensure peace of mind for new parents, following in the footsteps of the regional health agency in Trois-Rivières, where a woman dressed as a nurse abducted a from the hospital there about a year ago.

“From the moment we found out about what happened at Trois-Rivières,” said Patricia Rhéaume, a spokeswoman for the Centre intégré de santé et de services sociaux de l’Outaouais, “management immediately reacted by saying, we want to … analyze the possibility of getting bracelets.”

She added that, although the hospital had taken steps to ensure the safety of newborns, including installing a surveillance camera, locking additional doors and imposing stricter visiting hours, the bracelets would add a lot of peace of mind for parents and for nurses alike.

“Given what happened (in Trois-Rivières), it just made us realize that it can happen,” she said. “It’s not the kind of thing you’d think of.”

The bracelets, which weigh 12 grams, are equipped with an electronic chip that will emit an alarm and flash a visual warning on the hospital’s monitors if a baby is unexpectedly taken from the maternity ward.

“As soon as the baby leaves the perimeter, all the security agents are aware,” said Rhéaume. “And then there’s a sound effect that is impossible to miss.”

Additionally, she said, any attempt to cut off the bracelet will trigger the alarm, whether the baby has left the maternity ward or not.

The bracelet is removed and discarded when a newborn is discharged from the hospital, although the electronic chip is re-programmed and reused.

The introduction of the bracelets was made possible by a donation from a local pharmacist and father. The electronic bracelet project will cost $170,000 in addition to costs associated with training staff.

“The donation helps a lot because there are a lot of investments to be made,” said Rhéaume.
