“He is the imam and khalifah (caliph) for the Muslims everywhere,” Abu Muhammad al-Adnani, spokesman for ISIS, said. “It is incumbent upon all Muslims to pledge allegiance to him and support him. The legality of all emirates, groups, states and organizations becomes null by the expansion of the khalifah’s authority and arrival of its troops to their areas.” The capital of the new Caliphate is the Syrian city of Raqqa, with a population of 220,488 people. The city was the capital of the Abbasid Caliphate from 796 to 809 AD during the reign of Caliph Harun al-Rashid. Christian population of Raqqa, which was estimated to be up to 10% before the civil war began, has largely fled the city.
Abu Bakr has also released a list of countries he intends to go to war with in order to secure “an Islamic World Dominion”. Those countries are, according to him, India, China, Palestine (Israel), Somalia, the Arabian Peninsula, the Caucasus, Sham (the Levant), the Philippines, Ahvaz and Iran, Pakistan, Egypt, Iraq, Indonesia, Afghanistan, Tunisia, Libya, Algeria and Morocco. ISIS says Muslims’ rights were being violated in all these nations.

The Caliph position has been vacant since 1924, when the founder of modern Turkey abolished the office as a remnant of the Ottoman Empire. “The time has come for those generations that were drowning in oceans of disgrace, being nursed on the milk of humiliation, and being ruled by the vilest of all people, after their long slumber in the darkness of neglect – the time has come for them to rise,” said the statement from ISIS.
“The sun of jihad has risen… The glad tidings of good are shining. Triumph looms on the horizon. The signs of victory have appeared. Here the flag of the Islamic State, the flag of tawhid, rises and flutters. Its shade covers land from Aleppo to Diyala. So rush O Muslims and gather around your khalifah (caliphate), so that you may return as you once were for ages, kings of the earth and knights of war. Come so that you may be honored and esteemed, living as masters with dignity. Know that we fight over a religion that Allah promised to support. We fight for an ummah (global Muslim community) to which Allah has given honor, esteem, and leadership, promising it with empowerment and strength on the earth.”

ISIS also says it is necessary for Muslims to subjugate both the non-Muslims in the east and west. “Come O Muslims to your honor, to your victory. By Allah, if you disbelieve in democracy, secularism, nationalism, as well as all the other garbage and ideas from the west, and rush to your religion and creed, then by Allah, you will own the earth, and the east and west will submit to you. This is the promise of Allah to you. This is the promise of Allah to you.”
Apart from China and India, two of the world’s most populous nations, the self-proclaimed Caliph has also vowed to lead the conquest of Rome as he called on Muslims to immigrate to his new land to fight under its banner around the globe. “Rush O Muslims to your state. It is your state… This is my advice to you. If you hold to it you will conquer Rome and own the world, if Allah wills.” The Vatican City, the political center of the Pope and a spiritual headquarter for Catholic worldwide, is located inside Rome.

The inclusion of India by ISIS has alarmed the Indian government, with the Times of India reporting that ISIS has taken 39 Indian construction workers hostage, and has released a new map that shows a portion of western India as part of a bigger ‘caliphate’ that the group calls the “Islamic state of Khorasan.” The report claims that the outfit is likely to get help from Indian jihadists allegedly fighting in Iraq and Syria. These jihadists, it says, are likely to return to India and aid the ISIS from within.

Israeli diplomats told their American counterparts that Israel would be willing to launch a military operation “in order to save the Kingdom of Jordan”. On Sunday, Israeli newspaper Haaretz reported: “Israeli security sources have confirmed that Benjamin Netanyahu’s government is aware of the Hashemite Kingdom’s concerns and is assisting through various channels according to need.”
