By law, you can bring 200. However, I do not think it's a good idea to claim it. When I back in from US in Feb this year and claimed 200(bought in US, duty free), I was told that the policy had been changed since Oct.1, 2002 and 15$ custom applied if I want to bring those cigarettes in. You'd better consult with the border officer when you exit Canada to make sure.
By the way, it will be highly appreciated if you could give me a feedback based on this issue. Thx and have a good trip.
