Deadline to submit LeBreton Flats proposals extended to Dec. 15

The National Capital Commission has agreed to give four teams preparing competing development plans for LeBreton Flats an extra six weeks to submit their designs.

At the request of two of the four teams, the deadline to submit proposals has been pushed back to Dec. 15 from Oct. 30, NCC chief executive Mark Kristmanson said Tuesday.

He would not name the two teams that requested the extension, but he said their request “flows from the complexity of the project.”

The NCC is convinced that granting the extension will pay off, Kristmanson said. “We’ll see substantially more detailed and improved submissions.”

The extra time granted to the teams shouldn’t significantly affect the timetable for the LeBreton Flats project, the CEO said.

In its best-case scenario, the NCC had hoped to get cabinet sign-off on the winning plan by June 2016. Now, Kristmanson said, “it’s more likely to be in the fall (of 2016).

“But that was a best-case scenario in the first place. I think it’s still on a very good time frame.”

The NCC announced in February it was inviting four development teams to propose detailed designs and financial proposals for the development of a 9.3-hectare parcel of land in LeBreton Flats. (A further 12.1 hectares could also be in play.)

The four teams are the RendezVous LeBreton Group, which includes the company that owns the Ottawa Senators and the Canadian Tire Centre, Claridge Homes and partners, Gatineau’s Devcore Group and partners, and Victoria-based Focus Equities.

Only sketchy details of the four proposals have been released to date, but all include residential and commercial real estate components.

Each also has a different signature attraction as required by the NCC: a new downtown arena for the Senators, the headquarters of an international organization, cultural institutions along a “grande allée” or indoor and outdoor concert venues.

The selection criteria in the Request for Proposals issued by the NCC have not been released, but Kristmanson said they will be made public once the four proposals have been received. “The public can expect to have that information after Dec. 15.”

The NCC plans to display the four competing LeBreton Flats visions at an open house in January 2016. Kristmanson said he will provide details of the venue, content and format at the NCC board’s next public meeting in November.
