External review of Ottawa Hospital spending ordered

The Ottawa Hospital has called in an external auditor to investigate financial irregularities in its facilities and planning department.

The hospital said Friday it sought the help of an unidentified accounting firm after its “internal control plan” detected a problem. The Citizen has learned that at least one senior director, who makes more than $130,000, has been suspended.

The investigation began a couple of weeks ago.

“Earlier this year, as part of our internal control plan, we performed a risk assessment and we identified grounds for concern in some work done by the Facilities and Planning Department, and we launched an investigation which is currently underway,” a news release stated.

The investigation was ordered by the board and the chief executive officer, Dr. Jack Kitts.

“As a critical and respected public institution in our community, we hold ourselves accountable to a high standard in how we conduct our business and in how we manage issues that arise. We have controls in place to guide actions and behaviours of our staff, and the organization as a whole. These mechanisms enable us to identify the irregularities and take immediate action.”

There were no details on the amount of money or time period involved.

The facilities and planning department is responsible for capital projects and renovations at the hospital, which have been massive over the past 15 years, in excess of $200 million. The Citizen has learned the problem area is the execution of contracts with various building trades.

The Ottawa Hospital is a massive organization, with 12,000 employees, three main locations and an annual operating budget of some $1.3 billion. It is under constant financial stress, with occupancy rates at 104 per cent in 2014-15.

In order to balance that budget, it announced cuts of 80 full-time jobs and savings of $20 million. These measures followed announced cuts of 290 jobs the previous year.
