Not clear what minister will be responisble for the NCC

Liberal Prime Minister Justin Trudeau has yet to name the cabinet minister who will take over responsibility for the National Capital Commission and its troublesome political files.

With a board of political appointees, the NCC has often been a lightning rod for controversy, most recently when it approved a plan to build the Memorial to the Victims of Communism on a site west of the Supreme Court of Canada.

NCC chairman Russell Mills has said the board had “no choice” but to agree to allow the memorial to be built on the contested site because two Conservative cabinet ministers had already announced it as the location.

Liberal Environment Minister Catherine McKenna is the frontrunner for the position given that the past three ministers responsible for the NCC — Conservatives Pierre Poilievre, John Baird and Lawrence Cannon — hailed from the capital region. But that’s a recent convention and there’s no reason that Trudeau has to abide by it.

After she was elected in Ottawa Centre, McKenna called for a new, public process to come up with a more appropriate site for the victims of communism monument. McKenna also said the project’s finances should be scrutinized to understand how much money the monument’s sponsor, Tribute to Liberty, has raised toward its $5.5 million price tag.

Other sensitive issues face the NCC, including a decision about how best to redevelop LeBreton Flats. Proposals for developing up to 21.4 hectares of land on the site are due next month. The Ottawa Senators are among the applicants as the team wants to build a new arena close to the downtown core.

The NCC is also expected to lead a complicated, $10-million-plus renovation of 24 Sussex Drive.

The announcement of which cabinet minister will be named responsible for the NCC may not be made for a few days.
