City Hall Blog: Ottawa doesn't know how many veterans it's hired

In 2013, thanks to the efforts of then-councillor Steve Desroches, the city signed up with a federal program aimed at helping former military men and women get civilian jobs. The “Hire a Veteran” program, run by Veterans Affairs, emphasizes that veterans often have highly specialized technical skills, plenty of experience working in teams and under pressure, and are all-around great people to have working for you.

The Canadian Forces release several thousand vets each year, at an average age of 37, and many of them have not had civilian jobs before.

The city made a bit of a fuss about it at the time. It was the second city, after Brampton, to join the program. It was one of the very many small things Desroches did for veterans when he was the councillor for Gloucester-South Nepean, which earned him a commendation from the then-minister.

The Citizen’s David Pugliese learned last month that despite a deliberate program of hiring injured veterans at the Department of Veterans Affairs itself, the department’s only hired 25 in 10 years. The Department of National Defence has hired more than 800, mind you, and other departments have hired in the dozens, at least.

I asked how many veterans have been hired by the City of Ottawa. The city doesn’t know. Said city HR manager Bev Dewan, in a written statement relayed by the city’s communications office:


While the City doesn’t give preference to veterans, we do have an arrangement with Veterans Affairs to share our job postings as well as to provide information to groups providing support to veterans seeking employment. We have also participated in a career fair. We are not able to advise on the number of veterans hired as it is not data that we collect upon hire.

This is all fine as far as it goes, I suppose. Making sure to send your job postings everywhere is a perfectly good idea. It just doesn’t go very far.
