Daycare on PD Day cancelled at 62 Ottawa public board schools

Parents at 62 schools in the Ottawa-Carleton District School Board are scrambling to find child care for a professional development day next week after the board cancelled its extended-day program because of job actions by support staff.

Normally full-day care is offered for an extra fee on PD days for any child who is registered in the “extended day” before- and after-school programs the board runs at 62 schools.

But the board sent a letter to parents on Thursday saying the PD care on Nov. 20 was cancelled because the partial strike by support staff made it impossible to accurately register students.

Support staff represented by the Ontario Secondary School Teachers Federation are on a partial strike to pressure the provincial government in contract negotiations. One of the job actions is refusing to handle paperwork from the school board.

Early childhood educators who work at the extended-day programs were not allowed to hand out registration forms to parents for the PD day, said Eleanor Heap, manager for the program.

“We put signs up at all the schools, asking that parents sign up on a clipboard, saying yes or no,” said Heap. “We have not received accurate information from that. When I look at the people who have registered, I have blanks for about 40 per cent of the families. So If I don’t know who is coming and who is going, then how do I accurately know that all the children have arrived for the day?

“It truly, truly truly is a safety matter,” she said. “It was not an easy decision to make, it was a very difficult decision to make, because we know this is a hardship for some families.”

Not all parents whose children are enrolled in the extended-day program sign up for PD day care, she said.

The cancellation does not affect extended-day programs that are run by outside agencies at the board’s schools.

The OSSTF is the only remaining education union that is staging job actions in Ontario schools. They represent office staff, early childhood educators, social workers and psychologists and janitors at various boards across the province.

The Ottawa-Carleton District School Board has also announced that elementary teachers will hold interviews with parents on the Nov. 20 PD day. Interviews will be scheduled by teachers if they have a concern about a child’s progress.
