NCC missing from heritage minister's list of priorities

Mélanie Joly may be the minister responsible for the National Capital Commission, but her mandate letter, released Friday by Prime Minister Justin Trudeau, makes no mention of the Crown corporation.

The letter lists Trudeau’s 13 top priorities for the minister of Canadian Heritage, and the NCC is conspicuous only by its absence.

Trudeau’s letter says Joly’s “overarching goal” is to implement the government’s plan to strengthen Canada’s cultural and creative industries.

To that end, it lists increasing funding to the CBC, the Canada Council for the Arts, Telefilm Canada and the National Film Board as among her top priorities.

The Montreal-area MP is also expected to review current plans for the Canada 150 celebrations in 2017 and “champion government-wide efforts” to promote the celebration.

Other priorities include:

  • Working to make “significant” new investments in cultural infrastructure;
  • Reviewing how members are appointed to the CBC’s board of directors;
  • Increasing funding for the Young Canada Works program;
  • Developing a new official languages plan to support English and French linguistic minorities;
  • Ensuring that all federal services are delivered in full compliance with the Official Languages Act;
  • Providing new funding to promote, preserve and enhance indigenous languages and culture;
  • Working with the minister of justice to reinstate a court challenges program.

Although the NCC and issues specific to Ottawa, such as the proposed Memorial to the Victims of Communism, evidently are not top priorities for Joly, she signalled her engagement with them on Thursday when she met with Ottawa Mayor Jim Watson and top NCC officials.

Joly has already asked the NCC to develop recommendations on how it can become more open and transparent – an issue highlighted during the election campaign by her cabinet colleague, Ottawa Centre MP Catherine McKenna.
