LRT toilets on the agenda for city finance committee

Toilets will be on the minds of city councillors next week when the finance committee meets to consider staff recommendations regarding public washrooms in as many as seven LRT stations.

Three years ago, when council unanimously approved plans to go ahead with Stage 1 of the LRT project, there were no plans to include extra public washrooms beyond those intended for the Tunney’s Pasture and Blair terminus stations.

Since then the city has been under pressure to install more public restrooms in light rail stations. In July, council ordered staff to examine installing fare-gated public washrooms to the Bayview and Hurdman stations, with funds to pay for them coming from the LRT project contingency fund.

Council also asked for a report on installing public washrooms in Stage 2 LRT stations on the Confederation Line project, which have yet to be tendered for construction.

A staff report on the matter will be tabled at Tuesday’s finance committee meeting. It reads, in part, that public washrooms could be provided at Baseline, Bayshore, and Place d’Orléans stations on Stage 2 extensions of the Confederation Line.

Once the Stage 2 extensions of the Confederation Line are completed, “there will be pubic washrooms at seven stations in the city rapid transit network: Baseline, Bayshore, Bayview, Blair, Hurdman, Place d’Orléans, and Tunney’s Pasture.”

There appear to be no plans to add washrooms to any of the stations in the southern extension of the O-Train.

The staff report doesn’t provide an estimate on the total cost of the seven stations. However, it notes that the “upset limit cost” of washrooms at Bayview and Hurdman stations is just over $2 million, based on preliminary designs. Maintenance costs are estimated at about $13,000 a month, with a lifecycle cost of $224,000.

The capital costs of the additional washrooms is to funded from the $80 million LRT contingency allowance.

Subject to committee and council approval, city staff will set about negotiating the design and installation of the washrooms for Stage 2 of the LRT project, and see to the establishment of public washrooms at the Hurdman and Bayview stations.

Among the requirements for these washrooms is that they be accessible, safe and secure, and be located within the fare-paid area of each station.
