School will not sell land to Brigil for $400M twin tower project

Brigil Construction will have to return to the drawing board if they plan to go ahead with their ambitious Place des Peuples mixed-used condo development in front of the Museum of History, says the board of a French private school that owns part of the land on the proposed site.

The College Saint-Joseph de Hull never agreed to sell the land located at the corner of Rue Notre-Dame-de-L’ile and Rue Élisabeth Bruyère, currently used as a school parking lot, to Brigil. However, the developer’s architect Douglas Cardinal designed one of the 55-storey towers on the school land.

St. Joseph College board president Nicole Paquin said in a press conference Tuesday morning that Brigil president Gilles Desjardins and his special advisor, and former Gatineau mayor, Yves Ducharme, had requested a meeting in June to discuss swapping the land for another piece of nearby land they had yet to acquire.

“We didn’t reject their offer, we didn’t say anything,” said Paquin. “We told him that we are against this project here, that it would be bad for the school…at that time they told us they didn’t need our grounds because the way it was built that was only for little shops. So we thought OK he doesn’t need it. But then after, he didn’t phone us or ask us anything, and he changed his plan and the building was built on our lot.”

Desjardins, who has yet to apply for re-zoning, could not be reached for comment. He issued a statement through the Brigil website Tuesday, stating the builder is promoting densification to prevent urban sprawl and that he is “saddened” a portion of the public does not share his vision.

“For the next stages, we sill strive to transparently, respectfully and frankly inform our fellow citizens about the benefits that the Place des Peuples will bring, and we will do that while taking our time; as I was saying recently, while making haste slowly.”

The 145-year-old private girls school, which has been ranked 9.7 out of 10 by the Fraser Institute, is located in a quiet neighbourhood and Paquin is concerned the five-year construction that would occur directly next to the classes would not be conducive to teaching and learning — and would possibly deter parents from sending their children to the college. There are concerns about increased traffic being channelled into the narrow neighbourhood streets, not to mention two soaring towers will block their view and the light.

“The ideal scenario, for us, is he doesn’t build there,” said Paquin. “It’s not just the school it’s the whole (neighbourhood) and we don’t want it destroyed. There are many people here with children and they bought for certain peace of mind, and that won’t exist anymore.”
