Ottawa’s Enbridge Gas consumers could keep a little more money in their pockets come the new year if the utility’s latest rate application is approved by the Ontario Energy Board.

Late last week, Enbridge applied to the energy board for an adjustment to its utility price that would see the typical residential gas bill reduced by about fiver per cent annually, or about $50. If approved, the would-be rate drop would go into effect Jan. 1.

Enbridge spokeswoman Tanya Bruckmueller explained that customers could benefit from a decline in natural gas prices.

Like other commodities traded on the North American open market, the price of natural gas goes up or down based on everything from weather and economic conditions to storage levels and supply and demand.

Enbridge customers pay the same as the company itself for the gas used and transporting that gas to Ontario. Variations in cost, whether up or down, are passed on to customers with no mark-up, according to the utility. However, consumers do pay a fixed charge each month that covers the costs Enbridge incurs in providing its services and maintaining the pipelines in its distribution system.

Despite recent cold winters, gas rates have gradually decreased over the last two years. The last seven quarters – Enbridge applies for utility price adjustments every three months – have seen only two rate increases. The other five adjustments have seen decreases in consumer gas rates.

For instance, the last rate increase of one per cent occurred in July. From then until October, when the last price adjustment was made, gas rates have decreased by six per cent.
