Ottawa Public Health is looking for public feedback on expanding non-smoking bylaws to include water pipes and e-cigarettes in public places and workplaces.
On Nov. 25, city council asked staff to consult with stakeholders about regulating the use of e-cigarettes and “non-combustible substances” such as water pipes or hookahs.
Ottawa Public Health is consulting with groups ranging from community, business and health organizations to the owners of vaping lounges and hookah establishments, with an eye to updating its smoke-free bylaws by next fall. Part of the process will be gauging the public support for prohibiting use of these products from public places and workplaces.
In 2012, Ottawa prohibited smoking on restaurant and bar patios and terraces and municipal properties such as parks, playgrounds, beaches and sports fields. That same year, the city also prohibited using water pipes and non-tobacco products on city property.
In a letter to provincial health minister Eric Hoskins dated Nov. 5, 2015, Ottawa’s medical officer of health Dr. Isra Levy said allowing the use of water pipes in public places and on patios undermines efforts to protect people from second-hand smoke.
Levy urged closing legislative gaps. The Smoke-Free Ontario Act doesn’t cover non-combustible products including water pipes and marijuana, and e-cigarette use restrictions don’t line up with smoking restrictions under the Smoke-Free Ontario Act.
