Its plan may include a new arena, but the DCDLS Group is pitching a tourism bonanza in its vision for LeBreton Flats.
An 18,500-seat entertainment centre capable of hosting an NHL team, aquarium, bandshell, planetarium, wind tunnel and a new municipal central library are some of the main features of the proposal, which is backed by some heavy hitting investors.
The group says it believes the Ottawa Senators should be downtown and it’s open to having discussions with the club, but it emphasized hockey isn’t the focus of the project. DCDLS says it has not reached out to the NHL about its plan and it hasn’t been allowed to talk to the Sens during the LeBreton process since the club is its rival in the development competition.
The arena construction could happen any time during the three-phase rollout, the group says.
The public is finally finding out what exactly DCDLS stands for.

The bid is backed by tycoons André Desmarais, Guy Laliberté and Bill Sinclair, along with Devcore, Canderel and the Mierens Family, which owns Ogilvie Realty and the Mierens Automotive Group. The consortia is offering a jam-packed blueprint with thousands of homes and one million square feet of office space.
The group dubs the plan LeBreton Re-Imagined.
Renowned local architect Ritchard Brisbin – he designed the award-winning Shaw Centre – was hired by DCDLS. He said Tuesday the team was originally overwhelmed by the size of the project and the resources required. That’s when the big investors signed on.
Brisbin said the team took a look at other park projects, like the High Line in New York to Millennium Park in Chicago and developed a road map. The result is the Canadensis Walk (a Latin word meaning “of Canada”), which Brisbin likened to an “organizing spine” that can showcase art, public space and a botanical promenade.

“It’s the connective tissue,” Brisbin said, noting the team’s vision is that Canadensis Walk would eventually stretch both west down the Sir John A. Macdonald Parkway, and east up to Parliament Hill.
In programming the site, Brisbin said it’s important to have “something that attracts you, engages you.”
The Canadian Communications Centre is “all about you guys,” Brisbin told dozens of reporters during a technical briefing before a public open house.
On the arena, DCDLS envisions the building connecting to the LRT station and hosting more than sports.

“We need more than 41 days of hockey,” Brisbin said.
Designed around public transit, DCDLS wants to make LRT the backbone of the community. The group is downplaying cars and promoting sustainable transportation on the site.
The group also wants a new central library to have LRT access, something the city said is a priority for the project.
A seniors’ residence, student residence and family-sized condos are part of the residential component. Farm Boy would anchor the commercial district.

The group says it can’t talk about the plan’s finances under the National Capital Commission’s rules. The group did say, however, it would buy the land.
“We believe we have struck the right balance between city building and nation building,” Canderel VP Daniel Peritz said.
