The city finished 2015 in the red, amassing a $42-million deficit.

Costly winter maintenance jobs, combined with millions of additional dollars needed for arbitration awards and increased Workplace Safety and Insurance Board charges resulted in a $25.9-million deficit last year on the tax-supported side of the budget.

Added to that shortfall for services paid for by property taxes is a further $15.9-million deficit for services paid for by utility rates.

The year-end results are “significantly better than projected,” a report to council’s finance and economic development committee says.

When the 2016 draft budget was tabled in November, the projected deficit on the tax-supported side was forecast to be $46.5 million.

The report says city’s improved year-end position can be attributed to a freeze on hiring and discretionary spending, higher-than-expected revenues in certain areas, and the mild start to the 2015-16 winter season, which resulted in $4.8 million in savings on winter maintenance.

The deficit for rate-supported programs was initially estimated at $10 million, but lower-than-expected water consumption levels led to a decline in revenue, resulting in a $5.9-million increase to the deficit.

When developing the 2016 budget, the level of consumption has been reduced to reflect actual 2015 consumption levels, the report says.

OC Transpo finished last year with an $11.6-million deficit, which is more than $1 million higher than initially expected.

Police, fire, paramedics, public works and library services also finished 2015 in the red.

The finance committee will discuss the report when it meets on Tuesday.

OC Transpo has frozen discretionary spending and cut five management positions to deal with its projected $11.5-million deficit for 2015 as the city plans to transfer $7.7 million from the capital budget and dip into reserves to cover the shortfall.

The $11.5-million deficit represents about 4.6 per cent of OC Transpo's budget.

OC Transpo's general manager, John Manconi, told the city's transit commission Monday that ridership continues to remain flat, which is affecting revenue, along with a high number of insurance claims, costly maintenance and repair and other factors.

He said something has shifted, making OC Transpo's ridership modelling tool no longer able to predict numbers accurately. The model uses employment levels, weather and gas prices to predict ridership, among other factors.

OC Transpo staff suspect that the redistribution of public sector jobs outside of the downtown core is partly to blame for stagnant ridership, Manconi said.

It's too early to say whether fares will be increased in 2016. Budget talks for next year begin in October.
